OAS CAHPS Model Quality Assurance Plan (QAP) and Submission Tool Now Available

Model Quality Assurance Plan
The online Model Quality Assurance Plan (QAP) is now available on the OAS CAHPS Survey website. Survey vendors can access the Model QAP under the “For Vendors” menu.
As a reminder, each vendor must complete and submit a QAP to the OAS CAHPS Survey Coordination Team within 6 weeks of the vendor’s first submission of OAS CAHPS Survey data. As such, survey vendors that were given “interim” approval as an OAS CAHPS Survey vendor in this 2016 calendar year, and who submitted an XML data file for one or more HOPD/ASC facility clients for the 2016 Quarter 1 data submission period, must submit a Quality Assurance Plan to the OAS CAHPS Survey Coordination Team on or before 11:59 PM Eastern Time on August 24, 2016. Final approval as an OAS CAHPS Survey vendor will not be granted until after the survey vendor submits the QAP and it has been accepted by the Centers for Medicare & Medicaid Services. The QAP must then be updated and submitted annually on or before April 30 of each year thereafter and at any time changes occur in staff, survey vendor capabilities or systems, or in the approved survey mode(s). Remember that vendors must update their online Vendor Application Form if they are dropping or adding survey modes prior to submitting their updated QAP.
The QAP must describe how the survey vendor will implement, comply with, and provide oversight of all sampling, survey and data processing and data submission activities associated with the OAS CAHPS Survey. Survey vendors should organize the information in their QAP to conform to the sections included in the online model QAP, making sure that the QAP is paginated for ease of reference and review by the Coordination Team. More information about completing the QAP is provided in Chapter XIII of OAS CAHPS Survey Protocols and Guidelines Manual, Version 1.2.
The OAS CAHPS Survey Coordination Team will include this updated version of the Model QAP in Appendix N of the next edition of the OAS CAHPS Protocols and Guidelines Manual, Version 1.3.
QAP Submission Tool
The online Quality Assurance Plan (QAP) submission tool is now available on the OAS CAHPS Survey website. Survey vendors can access the Submit Quality Assurance Plan option under the “For Vendors” menu.
