Notice of Publication of the Proposed Rule for Calendar Year 2020

The Hospital Outpatient Prospective Payment and Ambulatory Surgical Center Payment Systems and Quality Reporting Programs CY 2020 Proposed Rule has been published in the Federal Register today, August 9, 2019. The Proposed Rule is available on the OAS CAHPS website at the link provided here.

In this Proposed Rule, CMS proposes to continue voluntary participation in the Outpatient and Ambulatory Surgery Consumer Assessment of Healthcare Providers and Systems (OAS CAHPS) Survey Based Measures OP-37a-e/ASC-15a-e, until further action in future rulemaking. If approved in the Final Rule (to be published in November 2019), this means that OAS CAHPS would continue with the voluntary reporting throughout 2020.

The OPPS and ASC Rules are updated annually. The next update (CY 2021 Rule) will be proposed in July or August 2020 and finalized in November 2020. The CY 2021 Rule will reflect any planned changes that would impact the 2021 data collection period (CY 2023 payment determination).
