The Hospital Outpatient Prospective Payment and Ambulatory Surgical Center Payment Systems and Quality Reporting Programs calendar year (CY) 2020 Final Rule notification has been posted on CMS' website. The notification provides a preview of what will be posted in the Federal Register on November 12, 2019. The notice is available here.

As noted in the Proposed Rule (published in July 2019), CMS proposed to continue voluntary participation in the Outpatient and Ambulatory Surgery Consumer Assessment of Healthcare Providers and Systems (OAS CAHPS) Survey Based Measures OP-37a-e/ASC-15a-e, until further action in future rulemaking. Therefore, OAS CAHPS will continue with voluntary reporting throughout 2020.

CMS and the OAS CAHPS Survey Coordination Team have created a new resource document – OAS CAHPS Participation Overview – available under “Quick Links” on the Home page (https://oascahps.org/). It illustrates the responsibilities and actions required by hospital outpatient departments (HOPDs) and ambulatory surgery centers (ASCs) to participate in the OAS CAHPS Survey. We encourage vendors to refer hospitals and/or ASCs to this document.

The Hospital Outpatient Prospective Payment and Ambulatory Surgical Center Payment Systems and Quality Reporting Programs Final Rule Making notification has been posted on CMS’ website. The notification provides a preview of what will be posted in the Federal Register. The notice is available here.

As noted in the Proposed Rule (published in July 2017), CMS plans to delay implementation of the Outpatient and Ambulatory Surgery Consumer Assessment of Healthcare Providers and Systems (OAS CAHPS) Survey Based Measures beginning with the CY 2020 payment determination (2018 data collection) until further action in future rulemaking. This delay in implementing the requirements linked to reimbursement means that OAS CAHPS will continue with the voluntary reporting throughout 2018.

CMS and the OAS CAHPS Survey Coordination Team have created a new resource document: an example Patient File Layout for OAS CAHPS. The example document, which is available under Survey Materials, can be used by vendors to show their client hospital outpatient departments (HOPDs) and ambulatory surgery centers (ASCs) what data to include in the patient files they send to the vendors for sampling and fielding the OAS CAHPS Survey.

As per The Final Rule on page 79,810 of the Federal Register / Vol. 81, No. 219 / Monday, November 14, 2016 / Rules and Regulations (Final Rule), an ASC that qualifies for the exemption from the Ambulatory Surgical Center Quality Reporting (ASCQR) Program because it had fewer than 240 Medicare claims (Medicare primary and secondary payer) in the year prior to the data collection year for the applicable payment determination, would also qualify for the exemption from the OAS CAHPS Survey for the same time period. In accordance with the Final Rule, these ASCs are not required to submit a participation exemption request form for the OAS CAHPS Survey for the same time period.

CMS and the OAS CAHPS Survey Coordination Team have created a new resource document – Frequently Asked Questions (FAQs) for Hospital and ASCs – available under “Quick Links” on the Home page. It contains the most frequently asked questions received through the OAS CAHPS technical assistance email and toll-free telephone line. We encourage vendors to refer hospitals and/or ASCs to this document for general information about the OAS CAHPS Survey.

This is an update to an announcement originally posted on July 7, 2016. The updated guidelines are shown in blue.   The Centers for Medicare & Medicaid Services (CMS) and the OAS CAHPS Survey Coordination Team would like to share updated guidance to determining eligibility for the OAS CAHPS Survey within hospitals. Medicare-certified hospitals are eligible to participate in the OAS CAHPS survey if they meet all of the following criteria:

The hospital has one or more hospital outpatient surgery departments or other specialized departments that perform outpatient procedures and surgeries. These departments perform procedures that are within the OAS CAHPS-eligible range of CPT-41 Codes for Surgery (i.e. CPT codes between 10021- 69990) or one of the following G-codes: G0104, G0105, G0121 or G0260. These departments bill under the Outpatient Payment Prospective System (OPPS). The OAS CAHPS-eligible procedures are not performed in an office setting (doctor’s office) or the emergency...

The Hospital Outpatient Prospective Payment and Ambulatory Surgical Center Payment Systems and Quality Reporting Programs Proposed Rule is scheduled to be published on the Federal Register on July 14, 2016. A preview (or “unpublished” version) of the Proposed Rule is available through the link provided here.

Note that this rule is combined with other programs. Documentation of the OAS CAHPS Survey and the applicable payment determination for Medicare-certified hospital outpatient departments (HOPDs) begins on page 465, and documentation for ambulatory surgery centers (ASCs) begins on page 521. This Proposed Rule indicates the voluntary reporting period for the OAS CAHPS Survey will continue through 2017.

Medicare-certified hospital outpatient departments (HOPDs) and ambulatory surgery centers (ASCs) participating in the voluntary national implementation phase of the Outpatient and Ambulatory Surgery CAHPS (OAS CAHPS) Survey in calendar year (CY) 2016 must select and contract with a CMS-approved OAS CAHPS survey vendor to collect and submit OAS CAHPS Survey data on their behalf. Before CMS-approved OAS CAHPS Survey vendors can submit OAS CAHPS Survey data to the Data Center, each registered HOPD and ASC must complete the online Authorize a Vendor form, which is now available on the OAS CAHPS website under the “For Facilities” menu.

A list of CMS-approved OAS CAHPS Survey vendors is available by clicking the “Approved Survey Vendors” link under the General Information menu on this website. The OAS CAHPS Survey Coordination Team will update the list of approved vendors as soon as additional survey vendors have been granted approval.

Medicare-certified hospital outpatient departments (HOPDs) and ambulatory surgery centers (ASCs) should note the following.

The voluntary national implementation phase of OAS CAHPS begins in January 2016 Starting in January, HOPDs and ASCs interested in participating in this voluntary phase of OAS CAHPS can select and contract with a CMS-approved OAS CAHPS Survey vendor to administer the OAS CAHPS Survey on their behalf in calendar year (CY) 2016 and in subsequent years. CMS-approved survey vendors will administer the survey on behalf of participating HOPDs and ASCs and submit the data to the OAS CAHPS Data Center on their behalf. After selecting and contracting...
